Although, I am not sure what the exact connection is, between Ms. Hawking and Brother Campbell, they certainly have one. I hope we will eventually see what that connection is, and it wouldn't surprise me, if he had some influence in Daniel's life, albeit limited. I think Ms. Hawking had a firm grip on her son! I think Ms. Hawking would have wanted Desmond, to be 'kept in line', by Brother Campbell, until it was time for him to meet Penny.
