I live in the Bronx and work in Manhattan. Every day the smoke monster is following me. The unique sound of a taxi meter happens to be one of the samples used for the effect. I highly doubt that it has any significance. I could be wrong, of course, but good sound engineers tend to look all over the place for new samples to use for effects, so this just seems to be a sound that tickled the fancy of a creative technician.
