His name is Kenton Duty, playing "teenage boy" in both episodes according to IMDB. In 'The Substitute' the boy says to MIB: "You know the rules. You can't kill HIM." This suggests to me that the boy cannot be Jacob because otherwise he would have said, "You can't kill ME." It’s the same actor.
