From a character standpoint Widmore may be ex-military and looks at that in any situation as a plus. Also he is sizing up Desmond to figure out how he can fit him into his organisation. A minute later he does, in fact offer Desmond an entry-level position at Widmore industries.
A University graduate doing the interview would ask if you have a bachelors or masters or doctorate.

Part of me is thinking that widmore already knew about Desmond before he got there, and if so, then the job offer might seem redundant. However, as you say, sometimes a cigar is just a cigar!
