Flocke and Ben

In Dr. Linus Flocke told Ben that they would be on the hydra island if he wanted to join then, however they currently are not. What could have been his motive to lie to Ben and get him to the hydra island or are they simply not there yet? It seems more likely to me that he was lying to Ben.
there may be 2 answers to this. Either Flocke’s crew are heading to the Hydra Island and Flocke just meant that they’d sort of meet up.
Or Flocke knew that Widmore’s band was already there, knew that Widmore and Ben despise each other and was hoping that if Ben saw widmore, ben would properly join Flocke (or something like that).
Well we see Widmore in the sub when the losties reunite on the beach and that was well after Locke told Ben to go to the hydra island.
So either Locke knew they were coming and wanted to trap(?) Ben, or they (lockes team) had to change their plan
